Pay Commission क्या होता है और क्यों जरूरी है?
पहले यह समझ लो कि Pay Commission actually है क्या। यह एक committee होती है जो भारत सरकार हर 10 साल में बनाती है। इसका काम होता है central government employees और pensioners की salary structure, allowances, और pension को review करना। मतलब basically, यह decide करती है कि employees को कितनी salary मिलनी चाहिए, कौन-कौन से allowances होने चाहिए, और pension कैसे revise होनी चाहिए।
अब सवाल यह आता है कि यह हर 10 साल में ही क्यों? क्योंकि inflation बढ़ती रहती है, महंगाई बढ़ती है, और जो salary 10 साल पहले sufficient लगती थी, वो अब काम नहीं आती। तो सरकार को employees की purchasing power maintain रखने के लिए regular intervals पर salary revision करना पड़ता है।

चलिए, पहले एक quick overview देख लेते हैं कि अब तक कितने Pay Commissions बने हैं:
1st Pay Commission (1946-1947)

- गठन: January 1946

- समयावधि: लगभग 1 साल 4 महीने
यह सबसे पहला Pay Commission था, जो आज़ादी से पहले ही बना दिया गया था। Interim Government of India ने इसे constitute किया था। इस commission का काम था civilian employees की emolument structure examine करना।
2nd Pay Commission (1957-1959)

आज़ादी के 10 साल बाद यह commission बना। यह भी लगभग 2 साल में अपना काम complete कर पाया।
3rd Pay Commission (1970-1973)

- समयावधि: लगभग 3 साल
4th Pay Commission (1983-1986)

यह commission Rajiv Gandhi government के समय में बना था। Financial burden ₹1,282 करोड़ था।
5th Pay Commission (1993-1997)

- ToR delay: 7 महीने से ज्यादा (सबसे लंबी delay notification में)
- Report submitted: 30 January 1997

6th Pay Commission (2006-2008)

इस commission में एक interesting बात यह थी कि arrears same financial year में pay किए गए, न कि अगले year में।
8th Pay Commission (2025-?)
- Announcement date: 16 January 2025
- Official notification: अभी तक pending
- ToR delay: 203+ days और counting (October 2025 तक)
- Expected implementation: Late 2026 या early 2027 (अभी confirm नहीं)
- Target effective date: 1 January 2026

क्या पहले भी Delays होती रही हैं?
बिलकुल पहले भी Delay होती रही हैं, 8th Pay commission में ही केवल delay न नहीं होगा, इससे पहले भी हुआ हैं, 8th Pay Commission 2028 तक Implement हो सकता हैं, मतलब 2026 इसका टाइम हैं, लेकिन यह 2028 तक यह जाएगा, तो २ साल इधर भी, मतलब 8th Pay Commission में भी Delay होगा ही |
Expected Salary Hike और Fitment Factor
चूँकि हमने इतिहास भी देखा, हमने अलग-अलग Pay Commission को भी देखा कि किस्में कितना Delay हुआ है, अब बात करते हैं कि 8th Pay Commission में कितनी salary hike expected है
Fitment Factor Predictions
